Hoboken Revolt: Would extending Church Towers PILOT agreement help, or hurt?

It's a tense issue, whether to keep granting tax abatements to this moderate income building in Hoboken, but so far, no one knows exactly what will happen if Hoboken fails to do so. The matter is expected to come up at a council meeting in the near future. Meanwhile, the Hoboken tax revolt group has done some research and has come up with some conclusions on the topic. It may be a hot subject at tonight's Hoboken City Council meeting.

That guy Sven added a tenth commandment about people in the buildings having to prove every year they are still eligible. But once people move into buildings like Church Towers, they actually are eligible to stay as long as they want no matter what their income. That's why this isn't done. They do need to prove they are eligible to get in, but once in, they do not have to prove they remain low-income. Or am I wrong? (It's different with the projects, where you have to re-certify each year.)
