Dr. Charles Epps would have the public believe that cutting bus service to charter public school children ages 5-10 (some of whom cannot even cross the street by themselves) and giving them bus passes for city busses is purely an economic decision. I might actually believe him if I did not already know that the City reimburses parents of private school children who pay for contracted, safe, and pedophile-free bus service over $700 per year.
If this decision were driven by dollars alone and not be the desire to force children back to district schools and crush charter public schools, the District would simply give the money it would expend for bus passes directly to the school for each child who lives more than two miles from the school. In that way, the money could be pooled to provide safe, appropriate bus transportation with drivers who have passed criminal background checks. The fact that Dr. Epps insists on providing passes to parents of little children, who surely would be facing DYFS investigations for child neglect if they actually took him up on this preposterous offer, shows his true intentions. Of course, then Dr. Epps and the Board of Education would all be facing charges for aiding and abetting this form of child abuse-and rightly so.
