The hair care stuff is pretty stupid since it is possible to get more powerful ingrediants in the local supermarket.

Considering that an m-80 or ashcan make up about a quarter of a stick of dynamite, all a terrorist has to do is go across the Delaware Watergap where fireworks are sold legally to get enough to blow up anything they want.

If they are white and sound american, they can buy all the explosives and guns they want in Virginia
